Cook Potatoes. Peel skin and cut into 1/2" square pieces. Put in large salad bowl and sprinkle with White Vinegar. Toss Potatoes and set aside to cool
Add Celery and Green Onions to Potatoes. Chop 4 of the Eggs and and add to Potatoes
In bowl mix Mayonaise, Mustard, Celery Seed, Salt, and Pepper. Mix with Potatoes. Slice last Egg into thin slices and place on top. Sprinkle Paprika to taste
